The European Commission has published a Factual Summary Report presenting the main findings from the public consultation on the revision of the EU Public Procurement Directives.
The consultation received 1,037 responses from a wide range of stakeholders, with most responses originating from businesses (24%) and business associations (23%), followed by public authorities (13%) and civil society organisations (11% trade unions and 10% NGOs).
The report summarises the main results from the public consultation, which reveals strong demand for increased flexibility, reduced administrative burden, further digitalisation of procurement procedures and moving beyond the lowest-cost paradigm. Stakeholders also showed support for incentivising strategic objectives (environmental, innovation and social considerations), as well as strong support for prioritising European goods and services in public procurement processes.
The outcomes of the public consultation, alongside all other consultation activities, will inform the development of the new EU legal framework for public procurement, set to be proposed in Q2 2026.
