The eNotices2 application is a free service provided by the Publications Office of the European Union.

It allows buyers from the European Economic Area and other associated countries to submit public procurement notices for publication in the Supplement to the Official Journal of the European Union (OJS) on the TED website.

eNotices2 supports the eForms format of notices, as defined in Commission Implementing Regulation (EU) 2019/1780.

It is also possible to submit notices required by Regulation (EC) 1370/2007 for public passenger transport services and notices related to European Companies (Regulation (EC) No 2157/2001), European Cooperative Societies (Regulation (EC) No 1435/2003) and European Economic Interest Groupings (Regulation (EEC) No 2137/85).

The eNotices2 application can be used by public buyers to manage and submit notices directly through its web interface. The eNotices2 data interfaces (API) can be used by public or private organisations (“eSenders”) to submit notices on behalf of their clients.

Users must accept the terms of service and privacy statement to use the application.

The latest release of eNotices2 (version 1.15.2) and the eForms format (SDK 1.12) bring the following changes for public buyers using the web application:

“Live” validation

The form-filling tool now has “live” validation, which means that it adapts dynamically to the values in the fields to help to fill in the required fields and to avoid business errors.

This includes the following features:

• All strictly mandatory fields are identified by an asterisk.
• Fields that become mandatory under certain conditions will appear only when the conditions are fulfilled. Once they are mandatory, these fields will also be identified by an asterisk.
• If fields become forbidden due to the values that have been entered, they will be marked with a new icon so that they can be easily identified and corrected.
• We encourage users to fill in forms by starting with the procedure section, then completing the information about lots, and then, if relevant, finishing with the results.
• Some fields are excluded from the live validations, namely the fields to publish some information later (unpublished fields). If you don’t need any confidential fields, it is possible to hide this option via Form Settings -> Confidential fields -> Set all non-confidential. This setting will then apply to newly created notices.

Regulatory changes: exclusion grounds, selection criteria and Foreign Subsidies Regulation

The latest amendment of the eForms regulation introduces these changes:

• The fields for exclusion grounds for the procedure have been updated and revised. A new field for the Exclusion Grounds Source (BT-806-Procedure) allows the buyer to define if the information is available in the procurement documents, in the European single procurement document (ESPD) or in the notice. If one of the first two options are chosen, there is no obligation to include the exclusion grounds in the notice, although it is good practice to do so.
• The selection criteria fields for each lot have also been revised in a similar way. New field Selection Criteria Source (BT-821-Lot) allows you to choose the procurement documents or ESPD as an alternative way to provide the information, although it is recommended to provide selection criteria directly in the notice so that potential suppliers can easily see if they can submit a tender.
• The fields for the Foreign Subsidies Regulation (EU) 2022/2560 have been added. In the Lot section in the Tendering Terms tab, you can declare if the regulation applies to the lot (BT-681-Lot) in the competition notice. In the result notice, if the regulation applies, you can enter the FSR measure that was used in the field (BT-682-Tender) that will appear in Tenders tab of the Result section.

General changes and improvements

• The subcontracting fields in the Tender tab of the Result section have been reordered to make it easier to fill in. The indicator for subcontracting is now the first field, followed by the description and the information about subcontracting value and percentage.
• The CVD (Clean Vehicles Directive) fields in the lot result were reordered to make them more user-friendly. The vehicle category is now chosen first, followed by the number and type of vehicle.
• The fields related to the CVD in the Lot were added to the contract modification notice types (38, 39, 40).
• The structure of the Planned duration group in the PIN only Part has been aligned with the one in the Lot.
• The Selection criteria second stage invitation indicator and related weight and number fields have been removed from forms 15, 19 and CEI.
• The Cross-border Law fields have been removed from forms T01 and T02 together with their display group and the Procedure Tendering Terms section, which became empty.
• The previous notice identifier field was added to form T01.
• Notices submitted through the eNotices2 user interface now have an extra organisation (ORG-0000) to identify the eSender service provider. This organisation is not visible in the form-filling tool and is automatically filled in with the details of the EU Publications Office when the notice is submitted for publication on TED.
